Including his repeated drafting of Vinales, his future teammate, so that he could barely capture the pole? 

I'm sure it was mere coincidence that Vinales just happened to repeatedly be in the right place.  :)

Maybe you should watch the last 2 laps again. Drafting was on the last turn to the finish line. Not the whole lap.

Of course he was not drafting the entire lap.  :)

And when qualifying times are so close that the first dozen or so places are within less than a second, an advantage of a tenth or even less is critical.  Keep in mind also that Vinales was conveniently in place for Rossi to draft multiple times during qualifying.

There is nothing wrong with what Rossi did; it is within the rules.

Regardless, it is unfortunate what happened during the race.
