No idea why, didn't have time to ride down to see if it was totally blocked or just to cars.

It's been closed most of the Spring due to flooding.  Lately they have opened it on occasion on the east side but only for a small stretch.  The flooding did considerable damage to the road this year.  They are starting to rebuild part of the west end.

The patching overlay they did last year was absolute SHITE.  It started coming up almost instantly. It looked like they did not treat the old pavement to make the new adhere and it came up in large chunks (perhaps where some oil was on the road surface).

Please remember one thing - when the paving is finished, Burnsville's finest will be running a revenue enhancemet sweep right in front of the power plant.  That stupidity is why I run a radar detector in the metro.  B'sville has dedicated traffic officers and they do pay for themselves.

Yep, they run a trap there quite a bit.  But it's not about revenue and all about safety, right?  No matter that there are zero pedestrians right at the plant, especially when they moved parking up the hill and all contained within a 15 foot fence with the plant.
