I'd suggest seeking help from city council members and the mayor's office.  I'd start with the city council member for the jurisdiction (location) in question.  This is the kind of thing they can fix.

Howdy y'all & happy Spring!  I am Tom Gallagher, motorcyclist, dad, and criminal lawyer. I'm also a blogger (Minneapolis Criminal Law News - search for that, it'll be #1), my main site is http://www.liberty-lawyer.com/ and I'm on FaceBook and Twitter @TomGallagherLaw

I have been willing to offer what I know about the law, to the extent possible outside of a professional relationship, though that sort of thing certainly has limits.  For example, discussion of Speeding.

I do love to ride.  a few years ago I was extremely active w/ MN-Sportbike - MN-MSTA, organizing or leading ad hoc rides every week of the warm seasons.  In recent years, I've slacked in that area, but long to get out there and ride more!

I ride a Lofgrenized 2000 Ducati Monster.  It's big on torque, though not horsepower, and weighs under 400 lbs.  That reminds me, I need to lose 15 lbs myself!  For all the Ducati haters out there I say: "Ha!"  Your ODO had better have a bigger number on it than mine, or shut up! :)

I like the name change from Honda Sport Touring Assoc to Motorcycle Sport Touring Assoc.  Whew!  About time!  I like the move to a forum app away from YahooGroups. Thanks Ray and all who've worked on it!

Does "Mr Subjective?"  :)  Mine has been 100% water-proof, as long as the crotch fold is pulled up, not pooling; and I've sprayed it and-or wash-in the waterproofing stuff.  I've ridden through deluges for hours on end in the dang thing...  YMMV.

If you do get a 'stich 1-piece, for use on a sportbike, I'd Rx getting some of their customizations done, such as the back extension wedge, and maybe the rotated sleeves.  When you try a suit one, be sure to do so while stting on a sportbike.  Probably best to do that in Duluth.

leather vs textile: IMO leather is great for sliding on the track, a little better for that than textile. But textile better in every other way, including in the wet.

I love my 'stich roadcrafter 1-piece.  It's gore-tex, but not 100% waterproof unless: 1) learn the crotch fold trick (avoid it), 2) treat it w/ waterproofing.  Waterproofing: I've sprayed Scotchgard, which worked perfect (do it in garage); and the wash-in stuff aerostich sells - also worked perfect (every couple years).

I've road tested it's sliding ability a couple times. impressive - no damages at low speeds. and we saw it at the 'crash event' on birch several years ago - impressive.  Pads are great too.

Only time I don't wear it: over 90* F.
