He hit the rear bumper of the car. I am on the cop side here.
But here is the real story and it is going to be big. Three lawyers hear the crash and went out to look. Not one of the cops gave any first aid to the victims. And nobody did until the Fire Department got there. And the gals was screaming for help.

Be interesting to know how much liability is shaved off by having lights/sirens/video on the squad.  From memory, if you hit a bus it's your problem as they essentially have permanent right of way.  My guess is it's the same with a squad with lights/sirens.

I think the point of contention is they were making this emergency run 30 minutes after the suspect had been killed.  Shoot....I was trying to avoid getting into this one.

The aid given was a pretty big part of the story in the paper. And the three lawyers made it sound big also. I would like to know why they didn't help.

Some cops make lousy EMT's and some just don't want to make things worse in cases of bad injuries.  Plus the cops first job is to secure the scene and make sure no further injuries will occur.  Chances are there were EMT's there within minutes with the proper training and equipment.

 I can also believe MPLS cops are jaded when it comes to trauma.  Not excusing them, but I'm not going to bag on them just because of perceptions of bystanders and media reports.  I don't like the fact they are performing their own investigation though.  This should be handled by another county or the State Patrol.

The statute says something along the line of needing to exercise due caution to ensure public safety even when they have the lights and sirens going.  I read in the paper that the two officers shot were already at HCMC and the suspect was dead when this happened, so not sure what the rush to get to the scene was.

Oops, its the MPD police manual, not a statute.  From the Strib:

The Minneapolis police manual describes how police should respond to emergencies, saying they “shall exercise caution and due consideration for the safety of the public.”

The manual, which governs police protocol, says that while Minnesota law exempts officers from traffic statutes, “the use of the red lights and siren does not exempt officers from the need for caution nor does it exempt them from criminal or civil liability.”

As facts trickle in it is looking less well for the LEOs. It is reported the crash happened 35 minutes AFTER the shooting incident was resolved.

Dinkytown DJ dies in motorcycle crash in southeastern Minnesota

A motorcyclist from Minneapolis went off the road at dusk in southeastern Minnesota, struck a tree and died.

Two days before he was to perform at a memorial for a fellow motorcyclist who died in a collision with a Minneapolis police SUV, a popular Dinkytown DJ drove his motorcycle off the road at dusk in southeastern Minnesota, struck a tree and died, authorities and friends said Wednesday.

Omari O. Omari, 32, of the dance DJ group Salsa Police, died about 8:40 p.m. Tuesday along Hwy. 60 southwest of Wabasha, according to the State Patrol. The motorcycle was heading east, ran off the two-lane highway and hit the tree before landing in a ditch, the patrol added. Omari was wearing a helmet.

At the time of his death, Omari, of Minneapolis, was a longtime late-night DJ at the Loring Pasta Bar in the Dinkytown district near the University of Minnesota.

He worked Friday and Saturday nights at the bar for at least the past seven years, said bar manager Joe Kennedy.

“He was the best Latin DJ in the Upper Midwest,” Kennedy said. “That’s not an exaggeration, either.”

While the Loring Pasta Bar was Omari’s dominant gig, he also worked out of state in Kansas City and elsewhere, Kennedy added.

Omari was booked to DJ a memorial fundraiser Thursday night in Minneapolis for Ivan Romero Olivares, the 24-year-old motorcyclist who was killed Friday when he collided with a police cruiser responding to a shooting in Uptown that left one man dead and two officers wounded.

The two motorcyclists not only knew each other but went on rides together, said Oscar Ramirez, a friend of Romero’s.

The fundraiser, at Las Mojarras at 1507 E. Lake St. at 7 p.m., will now be in the memory of both men, Ramirez said.

“We are gonna help Omari’s family if they need something,” Ramirez promised.

Gabriel Douglas, frontman of the rock band The 4onthefloor, said he hung out with Omari and his brothers at Salsa Police shows.

Omari “was always a super-energetic, joyful guy to be around,” Douglas said. “The whole family was that way and very tight. Blood runs thick with those guys.”

Byron Johnson, who co-manages Salsa Police, wrote on his Facebook page Wednesday that “the spotlight was given to [Omari] because of his talents not because he looked for it. ... He will be sorely missed.”

Omari also was about to become a father, said the family of Maria Paz Barrios, a Twin Cities model who is due to give birth to his daughter any day now. Omari and Barrios are no longer a couple, and he has since married.

Something came out in a report to the press today. When asked why the officer hasn't given a report or statement. the chief said that he was to shaken to give one.
Really to shaken and he was in the right. And he was on his way to a gun fight. What was he going to do when he got there. Pee his pants.

I don't understand how it was important enuf for the officer to be traveling with lights and emergency sirens on, and traveling through a red light. But yet going "well below the posted speed limit" as reports state. Doesn't make sense to me. What is the speed limit on that road?

Well it would be 30mph. They did nothing wrong until after the crash. They have every right to get to a crime scene. It is what they did after that makes me mad. NOTHING TO AID THE VICTIM.
